Meta tags are no longer used by Google, but are used by Yahoo. I do not see a reason not to use them. Meta tags should be inserted between your head tags and are not visible to visitors to your site. I like to match my page title to my description and keywords tags. The format for these meta tags is:
<META NAME="KEYWORDS" CONTENT="***">
<META NAME="DESCRIPTION" CONTENT="***">

Replace the *** with your keywords and description. So, if I was writing a page about meta tags I would first name the page http://www.7spot.com/meta-tags.html

The head section of my page would look like this
